Job Description

  • Conducts plan reviews and analysis associated with land use entitlement requests and verifies compliance with planning and zoning codes and standard conditions of approval.
  • Processes, reviews, and approves zoning clearances, sign plans, plot plans, development reviews, use permits, variances, and business licensing applications.
  • Conducts site visits to review projects and to report upon the status of development; verifies that construction plans have been filed with the Building and Safety Division.
  • Provides zoning and property information to the public over the counter, by phone, and through other electronic and website resources.
  • Drafts planning staff reports, resolutions, and conditions of approval for development projects for review by higher-level planning staff.
  • Gathers and tabulates data, such as number of counter visits and phone calls, licenses, and applications; creates graphics for reporting data as directed; tracks hours for billing purposes.
  • Coordinates the preparation of meeting agendas for various commissions, boards and community groups; reviews draft materials and prepares comments; organizes conferences and work sessions and ensures timely notification of appropriate parties.
  • Advises and assists the public, architects, and developers with clarification regarding zoning codes, processes, submittal requirements, and development fees.
  • Receives and logs in planning applications and fees.
  • Prepares maps, graphs, charts and other visual aids for exhibits related to planning studies and planning entitlement applications.

    Required Experience / Skills / Education

    Graduation from a four-year college or university with a Bachelors degree in urban planning or a closely related field; and one year of professional planning experience; or an equivalent combination of technical training and internship experience.

    Knowledge of planning and zoning codes; ability to interpret development plans; basic symbols and conventions found in plans and drawings; record keeping principles and practices; basic math; research methods; principles and practices of report preparation; customer service techniques.

    Learn and accurately interpret the Citys planning, building, and zoning codes and the Citys Municipal Code and land use standards; operate computer hardware and use word processing, spreadsheet, database, and GIS software applications programs follow oral and written directions; interact effectively with property owners, contractors, developers, engineers and co-workers; plan and organize tasks and meet deadlines; perform accurate arithmetic computations to calculate fees and determine total receipts; communicate clearly and effectively orally and in writing; prepare clear, accurate and concise records and reports.

    A valid Class C California drivers license and the ability to maintain insurability under the Citys Vehicle Insurance Policy.
